REQUEST FOR PROPOSALS The Housing Authority of the City of Williamson (WHA) is requesting proposals to establish an annual indefinite delivery indefinite quantity (IDIQ - also called blanket) contract for tree and stump removal (including labor, materials and equipment) on an "on call, as needed" basis. This Request for Proposal (RFP) covers trees located at four public housing projects, owned and managed by the Williamson Housing Authority, located in the City of Williamson. The successful firm will establish an hourly rate schedule and/or unit price, material % mark- up, the period under which WHA may place orders with the contractor, the ordering procedures, and the contract terms and conditions that govern the orders. All work is to be performed by qualified personnel according to industry standards and to the satisfaction of WHA. WHA anticipates that it will award a contract for one (1) year with the option, at WHA's sole discretion, of four (4) additional one-year option periods, for a maximum total of five (5) years, provided funding is available through the U.S. Department of Housing & Urban Development and contract performance is satisfactory. The RFP contains a provision for a MANDATORY Pre-bid Conference to be held on March 27, 2017, at 11:00 am at Goodman Manor, 16 West Fourth Avenue, Suite 1, Williamson, WV 25661. No proposals will be accepted by firms failing to attend the mandatory pre-bid conference. Firms submitting proposals must comply with the President's Executive Order Nos. 11246 and 11375, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hour Standard Act. Firms submitting proposals must certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of age, race, sex, color, creed, religion or national origin.
