PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 17-0779-W-30B WEST LOGAN WATER COMPANY, a public utility, West Logan, Logan County. Rule 30B application to pass through increased costs of purchased water from the Logan Water Board to the West Logan Water Company's customers. NOTICE OF FILING NOTICE is hereby given that West Logan Water Company (Company), a public utility, has filed an application with the Public Service Commission of West Virginia, to increase its rates and charges for furnishing water service to a total of 417 residential and commercial customers in Logan County. Commission Staff has reviewed the application of the Company and recommended that the Commission approve a rate increase allowing the Company to recover increased costs of purchased water it pays to the City of Logan Municipal Water Department (City). By Order issued July 18, 2017, the Commission approved the Staff-recommended rates on an interim basis, that increased rates by $0.38 per thousand gallons of metered water usage. The rates will become effective for all bills rendered on and after the date of this Order. The Commission also approved, on an interim basis, a Staff-proposed incremental leak adjustment rate of $3.05 per thousand gallons of metered water usage. The incremental leak adjustment rate will also become effective for all bills rendered on and after the date of this Order. The average monthly bill for the various classes of customers will be changed as follows: Residential Average Increase $1.44 Percentage 4.26 percent Commercial Average Increase $1.79 4.31 percent The 30B procedure is designed to provide for a change in rates and charges to produce additional revenue sufficient, but not more than sufficient, to offset increased cost for water or for transportation of the same to utilities. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission rules on intervention.
