No.: WV0033821 Applicant: LOGAN, CITY OF 219 DINGESS ST LOGAN, WV 25601 Location: LOGAN, LOGAN COUNTY Latitude: 37:51:5 Longitude: 81:59:10 Receiving Stream: GUYANDOTTE RIVER Activity: To operate and maintain an existing combined wastewater collection system and an existing 0.53 million gallons per day wastewater treatment plant. Also, to accept nondomestic wastewater from Logan General Hospital and Collins-Slater Funeral Home for subsequent treatment and disposal. These facilities are to serve a population equivalent of approximately 5,300 persons in the City of Logan, a portion of Stollings area, and environs, and discharge treated wastewater through Outlet No. 001 to the Guyandotte River at Mile Point 78.0. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. Also, to operate and maintain disposal systems, best management practices, and the nine minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlets C002, C004, C005, C007, C008, C009 and C010 to the Guyandotte River. These CSO Outlets are permitted to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Tier 1 protection shall be afforded the discharges from combined sewer overflow relief points C002, C004, C005, C007, C008, C009 and C010 through implementation of the Long-term Control Plan. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facility shall be disposed at a landfill by placing the sewage sludge in the landfill cell. Business conducted: Municipality Implementation: Compliance with the Combined Sewer Overflow implementation requirements shall be attained through Administrative Order No. 6302 and any amendments, thereto. Also, compliance with other terms and conditions of the permit shall be attained through Administrative Consent Order No. 8499, effective October 24, 2016. On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
