Legal Notice Notice of Request for Proposal (RFP) Disaster Recovery National Dislocated Worker Grants, to address the Opioid Crisis in West Virginia WorkForce West Virginia (WorkForce), a division of the West Virginia Department of Commerce, announces the availability of U.S. Department of Labor National Dislocated Worker Grant (NDWG) funds for the purpose of developing and delivering an initiative to provide disaster-relief jobs and employment services to eligible individuals impacted the health and economic effects of widespread opioid use, addiction and overdose. WorkForce is seeking Project Operator(s) to oversee this initiative by providing eligible participants with, disaster-relief employment in positions aimed at alleviating employment needs created by the opioid crisis in the affected areas of Huntington, Charleston, Beckley, Bluefield, Parkersburg, Wheeling, Morgantown and Martinsburg. The Project Operator will provide eligible participants with disaster-relief employment in positions addressing the opioid crisis, such as responders to deliver humanitarian assistance to the opioid-impacted homeless population and peer recovery coaches to help affected individuals navigate the path to recovery. The Project Operator will provide eligible individuals: with training in healthcare professions related to mental health, addiction, treatment, prevention and pain management; with career counselors to match folks impacted by the opioid crisis with work-based learning opportunities, supported employment, full-time employment, supportive services, and training in demand occupations. INVITATION TO BID The Wayne County Commission (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for the Wayne County Courthouse Chiller Replacement, 700 Hendricks Street, Wayne WV 25570. All bids must be submitted in accordance with the Bidding Documents issued by the Architect MSES Consultants, Inc., Suite 200, 1000 Green River Drive, Fairmont, WV 26554 - and this Invitation to Bid. NOTICE TO CUSTOMERS Appalachian Power plans to maintain a portion of its power line rights of way in West Virginia through aerial application of registered herbi- cides. Weather permitting, the program will begin on or about June 1, 2019. Questions about the program or information about sensitive areas near the power lines listed below, such as springs, wells, streams, lakes, ponds, orchards, crop areas, gardens, pastures, meadows, year-round dwellings, public recreation areas, and Christmas tree farms, may be directed to the company by calling toll-free 1-800-642- 3622. Right-of-way maintenance agreements between the company and landowners are available to those preferring to accept responsibility for clearing the right of way crossing their property in lieu of aerial herbicide applications. Such agreements provide for compensation equiva- lent to the cost of aerial herbicide maintenance, provided the work meets the company's specifications. Landowners desiring to enter into right-of-way maintenance agreements with Appalachian Power should call the toll-free number above, or contact the nearest office as listed below. Maps showing the location of rights of way to be maintained in their areas also are available for inspection at these offices. Herbicides to be used have been extensively tested and are registered by the U.S. Environmental Protection Agency and the West Virginia Department of Agriculture. They are glyphosate, imazapyr, metsulfuron methyl, fosamine, triclopyr, aminocyclopyrachlor and aminopyralid. All applications are performed by certified applicators. Rights of way involved in the program are: LOGAN COUNTY Huff-Wharncliffe 46 kV - A transmission line on wood poles beginning at the Wharncliffe Station near Wharncliffe, running north, pass- ing near Twisted Gun, Gilbert, Verner and Christian and ending at the Huff Station near Huff Junction. Rich Creek-Rich Creek 12 kV - A distribution line on wood poles beginning at Man, running northwest and ending at Taplin. NOTICE TO CUSTOMERS Appalachian Power plans to maintain a portion of its power line rights of way in West Virginia through aerial application of registered herbicides. Weather permitting, the program will begin on or about June 1, 2019. Questions about the program or information about sensitive areas near the power lines listed below, such as springs, wells, streams, lakes, ponds, orchards, crop areas, gardens, pastures, meadows, year-round dwellings, public recreation areas, and Christmas tree farms, may be directed to the company by calling toll-free 1-800-642- 3622. Right-of-way maintenance agreements between the company and landowners are available to those preferring to accept responsibility for clearing the right of way crossing their property in lieu of aerial herbicide applications. Such agreements provide for compensation equivalent to the cost of aerial herbicide maintenance, provided the work meets the company's specifications. Landowners desiring to enter into right-of-way maintenance agreements with Appalachian Power should call the toll-free number above, or contact the nearest office as listed below. Maps showing the location of rights of way to be maintained in their areas also are available for inspection at these offices. Herbicides to be used have been extensively tested and are registered by the U.S. Environmental Protection Agency and the West Virginia Department of Agriculture. They are glyphosate, imazapyr, metsulfuron methyl, fosamine, triclopyr, aminocy- clopyrachlor and aminopyralid. All applications are performed by certified applicators. Rights of way involved in the program are: WYOMING COUNTY Baileysville-Garden Creek 138 kV - A transmission line on wood poles beginning at the West Virginia/Virginia state line near Paynesville, running northeast, passing Beartown, Apple Grove, Sandy Huff and Pad Fork and ending at the Baileysville Station near Baileysville. Baileysville-Skin Fork 46 kV (Coal Mountain Tap) - A transmission line on wooden H-frame structures beginning at the Oceana Station on Rt. 971, south of Lilly Haven on the Clear Fork River, running west and ending at the Coal Mountain Station located off of Upper Sturgeon Branch Road. Kanawha-Baileysville #1 & #2 138 kV - A transmission line on steel structures beginning at the Sundial Station off of Rt. 3, running southwest and ending at the Baileysville Station off of Briar Creek Road. This will also include the tap to the Bolt Station. Pad Fork-Red Ash 34.5 kV - A distribution line on wood poles beginning at Little Buffalo, running west over a hill and crossing U.S. 52, then running south and ending at Upper Muzzle.
