SECTION 00100 ADVERTISEMENT FOR BIDS Owner: Town of Danville & City of Madison Address c/o: Madison City Hall 261 Washington Ave. Madison, WV 25130 Separate sealed Bids for the construction of the Danville-Madison Pedestrian Bridge Project Contract 1: Pre-Manufactured Bridge, and Contract 2: Bridge Installation, Site Work & Sidewalks shall be received by the City of Madison at the Madison City Hall, Madison, WV 25130 until 11:00 AM (Local Time) December 8, 2017 and then at said office publicly opened and read aloud. The Contract Documents may be examined at the following locations: Danville City Hall, PO Box 217 731 Hopkins Ave., Danville, WV 25053; City of Madison City Hall, 261 Washington Ave., Madison, WV 25130; and Summit Engineering, Inc., 300 Technology Drive, South Charleston, WV 25303. The Contract Documents may be purchased from Lynn Imaging upon payment of a non-refundable charge of $100.00 per set cash or check payable to Lynn Imaging at 328 Old Vine Street, Lexington, KY 40507, (859) 226-5850 or at http://www.lynnimaging.com. If documents are to be mailed, there will be an additional handling fee. Contract Documents will NOT be issued after 12:00 PM on December 7, 2017. The OWNER and ENGINEER shall not be responsible for any full or partial sets of Contract Document obtained from any other source. No bid will be considered unless submitted on the Bid Form Provided with the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act and 40 CFR 31.36 L (3, 4, & 6). Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. The bidder must provide certification of Prior work under Executive Order 11246 (Equal Employment Opportunity) as amended. The Contractor/Subcontractor will comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the time tables and goals set forth in 41 CFR 60-4 if applicable to the area of the project. The bidder will make positive efforts to use small, minority, women owned, and disadvantaged businesses. The project will be awarded to the lowest, responsive, and responsible bidder. Federal wage and hour provisions DO apply to this project. This project is being funded, in part, by Transportation Enhancement funds. Therefore, it is a project requirement that all work under Contract 2: Bridge Installation be constructed by a contractor (and subcontractors) prequalified by the West Virginia Division of Highways for bridge construction and listed on the WVDOH Pre-qualified Contractor's List.
