NOTICE OF FILING On May 16, 2019, Boone County Transfer, LLC filed an application for a Certificate of Need to operate two solid waste transfer stations in Boone County. One of the proposed stations is near Fosterville on Route 3 and the other proposed station is near Rock Creek on Route 119. Both stations were previously operated by the Boone County Commission. The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, Charleston. Boone County Transfer, LLC proposed the following rates: $84.73 per ton for both residential, municipal solid waste and commercial waste. Minimum charge $7.00 per load or $1.50 per bag. The rates include all landfill fees and assessments. Anyone desiring to protest or intervene should file a written protest or petition to intervene within thirty days following the date of this publication. Failure to timely protest or request to intervene may affect your right to protest this application. INVITATION TO BID The Wayne County Commission (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for the Wayne County Courthouse Chiller Replacement, 700 Hendricks Street, Wayne WV 25570. All bids must be submitted in accordance with the Bidding Documents issued by the Architect MSES Consultants, Inc., Suite 200, 1000 Green River Drive, Fairmont, WV 26554 - and this Invitation to Bid. Bids are to be submitted to the County Commission Conference Room (Room 103), Wayne County Courthouse, 700 Hendricks Street, Wayne WV 25570 on or before 10:00 a.m. local time on Wednesday, August 14, 2019, at which time bids will be opened and read aloud. Bids submitted by United States Postal Service must be mailed to: County Commission of Wayne County P.O. Box 248 Wayne, WV 25570 If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with "Contractor Bid - Wayne County Courthouse Chiller Replacement" highlighted on the outside of the outer envelope. Work shall include the removal of existing chiller or chillers and condensing units and replacement with new, as described in the contract documents. Work also includes associated piping, electrical and concrete work. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 8 of the General Conditions, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor's surety shall be liable for and shall pay the Owner $300 (three hundred dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. NOTICE OF FILING AND HEARING On May 31, 2019, Hope Gas, Inc., doing business as Dominion Energy West Virginia filed its Annual Pipeline Replacement and Expansion Program (PREP) Filing with revised PREP Rates, pursuant to W. Va. Code 24-2-1k, which authorizes the Public Service Commission of West Virginia to approve cost recovery of projects to replace, upgrade, and expand natural gas utility infrastructure that are deemed to be just and reasonable and in the public interest. In its Application, Dominion Energy West Virginia projects PREP capital investment for calendar year 2020 of $39.5 million as part of its multi-year plan. The Application also contains a true-up for actual versus projected 2018 calendar year PREP capital investment activity. The PREP covers several categories of plant asset replacements and improvements, including mains, service lines, regulator stations and other plant equipment. These plant investments are proposed to be made in Dominion Energy West Virginia service territories throughout the State.
