Department of Environmental Protection Office of Explosives and Blasting PUBLIC NOTICE OF BLASTING OPERATIONS Notice is hereby given that Frasure Creek Mining, LLC, 137 1/2 E Main Street, PO Box 100 Oak Hill, WV 25901 Mine Permit Number S-4005-00 situated in Crook District of Boone County, approximately 2.7 mile Southeast of Van, WV will be conducting blasting activities in accordance with all State and Federal Laws and as approved by the Department of Environmental Protection. Blasting activities will occur Monday through Saturday from "sunrise to sunset". No blasting shall be conducted on Sunday. Blasting is to commence on 06/26/2019 and continue through 06/25/2020. Ten minutes prior to and immediately after each blast, all access to the specific area will be safeguarded from unauthorized entry. The warning signal prior to each blast shall be from a siren audible to at least one half mile from the blast. The warning will be given three (3) minutes prior to detonation and will consist of three (3) short blasts of five (5) seconds duration with five (5) seconds between each blast. The all clear signal shall be one long blast from a siren, twenty (20) seconds duration. Blasting shall be conducted in such a way so as to prevent adverse impacts to the public or the environment. Blasting activities will not be conducted at times other than those announced in the blasting schedule except in the event of an emergency situation where rain, lightening, or other atmospheric conditions, or operator or public safety requires unscheduled detonations. Petition for review of EE/DR programs, approval of new EE/DR programs, termination of an existing EE/DR program, modifications to EE/DR cost calculation methodology and cost recovery allocations, and an increase in EE/DR rider rates. NOTICE OF FILING AND HEARING On April 1, 2019, Appalachian Power Company and Wheeling Power Company filed a petition to initiate the Companies' 2019 Energy Efficiency and Demand Response (EE/DR) review proceeding. The Companies propose two new EE/DR programs: the Low Income Multifamily Program and the Small Business Direct Install Program. The Companies propose to terminate the Efficient Products Program, but modify the eScore Program by carrying the cost-effective appliance rebates currently offered through the Efficient Products Program over into the eScore Program. The Companies propose a reduction in the overall Residential Peak Reduction Program and a budget increase in the Commercial and Industrial Standard Program. If accepted, the Companies' proposal would necessitate an increase in the EE/DR rider rates to $0.0011 for residential customers and $0.0006 for commercial customers. The Commission set a procedural schedule, including an evidentiary hearing to begin on August 21, 2019, and continue to August 23, 2019, if necessary. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room at the Commission's offices at 201 Brooks Street, Charleston, West Virginia. Anyone desiring to intervene and act as a party in this case should file a Petition to Intervene within ten days following the date of this publication, complying with the rules on intervention set forth in the Commission's Rules of Practice and Procedure. LEGAL NOTICE The parties listed below whose last known address is listed below, the place of residence of each being unknown, will take notice that on the date of filing listed below, the undersigned Plaintiff filed its Complaint in the Court of Common Pleas, of Lawrence County, Ohio, alleging that Plaintiff is the holder of certain tax certificates (listed below), purchased from the Lawrence County Treasurer in conformity with statutory authority, and is vested with the first lien previously held by the State of Ohio and its taxing districts for the amount of taxes, assessments, penalties, charges and interest charged against the subject parcel. Plaintiff further alleges that the certificate redemption price of each certificate is due and unpaid, and that it has filed a Notice of Intent to Foreclose with the Lawrence County Treasurer, which the Treasurer has certified indicating the certificate has not been redeemed.
